Clarifications: It's not possible to cancel multiple attacks with this card. You can tap characters to force the discard of nazgul permanents, though.
If you play the Praise, you must taps at least one character to cancel a Nazgul attack/event. You can't use the +1 bonus if there are no Nazgul around.
It applies to all your characters in play, not necessarily to the characters in the moving company.
Discarded permanent Nazguls can be tapped in response to the Praise and become short-event that won't be canceled without another Praise.
